Not related to ioFTPD. ftp.exe indeed sends XMKD and XRMD commands instead of MKD and RMD. From what I gathered, other ftp daemon simply created an alias to MKD and RMD.

all variables defined in ioftpd.env are already...

all variables defined in ioftpd.env are already available from a batch file running from io, you don't need to send them as arguments when calling your .bat

%varname%, ie %user%, %path%, etc.

You should use:
cd /D D:\
just to make sure you end up in the root directory of the D drive.
(launching the .bat from a subdir of D:\ will not work correctly...)
